0xA4F2C8E1B9D3A7F6C2E4B8D1A9F3C7E2B4D6A8F1C3E5B7D9A2F4C6E8B1D3A5F7The Organisation of Eastern Caribbean States (OECS), recognising that the participating States of the OECS Finance Hub are sovereign nations whose fiscal, climate, and gender-disaggregated data constitutes a national strategic asset; affirming the principles of the Antigua and Barbuda Agenda for SIDS (ABAS 2024–2034) and its call for Digital Public Infrastructure that serves the interests of Small Island Developing States; and acknowledging that advanced AI and blockchain technologies must be governed by clear, binding rules that place data ownership firmly with the State — hereby adopts this Sovereign Data Charter as the supreme governance instrument of the OECS Finance Hub.

All fiscal, climate, and gender-disaggregated data submitted to the OECS Finance Hub remains the exclusive sovereign property of the participating State. No data shall be transferred, sold, licensed, or disclosed to any third party — including the platform operator — without the explicit written consent of the State's Minister of Finance.
