1. Presumptive Compliance Rule

For 120 days post-disaster, Emergency Reconstruction and Livelihood Restoration projects are granted Presumptive Adaptation Compliance. The AI skips the manual Statement of Intent audit if the project location matches the CCRIF Impact Zone.

2. Expedited Granularity (BBB)

In a disaster, 100% of reconstruction is often climate-resilient by necessity. If the contractor signs a Build Back Better pledge, 100% of the finance is tracked as adaptation. CDB Building Code certification replaces line-item disaggregation.

3. Gender-Flash Audit (Triple-Gold)

Disasters disproportionately increase risks for women. Projects providing Safe Spaces, Cash Transfers to female-headed HH, Maternal Health repairs, or Solar Shelters receive Triple-Gold priority for immediate disbursement verification.

EVP §5 — Mandatory Post-Event Retrospective Granularity Review

Per EVP §5, a mandatory Retrospective Granularity Review is automatically scheduled 180 days after each event activation. This review requires NDA focal points to provide detailed disaggregation data for all EVP-tagged projects, confirming climate-additionality and ensuring long-term transparency. Projects overdue for retrospective review are flagged in the SIDS Priority Queue and escalated to the OECS Secretariat. Source: CCRIF SPC ·Caribbean Development Bank
